- According to some witnesses, around the above time, a 2nd floor apartment in the Institute of Energy dormitory located in alley 43, Chua Boc street, suddenly caught fire and quickly spread to the 3rd floor of the house. When people discovered there was a fire, they shouted to each other to escape the fire. Then, report the fire to the authorities.
