1. Headquarter of commune-level state agencies.

2. Apartment buildings less than 5 floors high and with a volume of less than 5,000 m3; Dormitory houses and dormitories are less than 5 stories high and have a total volume of less than 2,500 m3; Mixed-use buildings are less than 5 stories high and have a total volume of less than 1,500 m3.

3. Nurseries, kindergartens, and preschools have less than 100 children and have a total volume of less than 1,000 m3; Primary and secondary schools have a total volume of learning and service buildings of less than 2,000 m3; Other educational establishments established under the Education Law with a volume of less than 1,000 m3.

4. General clinics, specialized clinics, nursing homes, rehabilitation, orthopedics, nursing homes, disease prevention facilities, medical centers, and other medical facilities established under the Law on Medical Examination disease and medical treatment are less than 3 stories high and have a total volume of less than 1,000 m3.

5. Conference and event centers less than 3 floors high or with a total volume of less than 1,500 m3; Cultural houses, karaoke service establishments, dance halls are under 3 floors high and have a total volume of under 1,000 m3; bars, clubs, beauty salons, massage service businesses, amusement parks, zoos, aquariums with a volume of less than 1,500 m3.

6. Grade 3 market; Commercial centers, electronics, supermarkets, department stores, convenience stores, restaurants, food stores with a business area of less than 300 m2 and a volume of less than 1,000 m3.

7. Hotels, guesthouses, and motels are less than 5 stories high and have a total volume of less than 1,500 m3; boarding houses and other accommodation establishments established under the Tourism Law are less than 3 floors high and have a total volume of less than 1,000 m3.

8. Office buildings of businesses, political and social organizations are less than 5 stories high and have a volume of less than 1,500 m3.

9. Museums, libraries, exhibitions, galleries, archives, bookstores, fairs with a volume of less than 1,500 m3; Religious establishments with a volume of less than 5,000 m3.

10. Post offices, radio, television, and telecommunications establishments less than 3 stories high and with a volume of less than 1,500 m3; Information equipment installation houses with a volume of less than 1,000 m3; Data storage and management center with a volume of less than 1,000 m3.

11. Sports facilities established under the Law on Physical Training and Sports have a volume of less than 1,500 m3.

12. Shops selling, repairing, and maintaining cars, motorbikes, and mopeds with a business area of less than 500 m2 and a volume of less than 5,000 m3

13. Indoor garage with capacity of less than 10 cars; Parking lots established according to law have a capacity of less than 20 cars.

14. Stores selling flammable liquids and stores selling gas with a total gas inventory of less than 150 kg.

15. Industrial facilities with fire and explosion hazard class C have a total volume of buildings with main production lines of less than 2,500 m3; Fire and explosion hazard classes D and E have a total volume of buildings with main production lines of less than 5,000 m3.

16. Tunnels with production, storage and use of flammable and explosive substances with a total volume of less than 1,500 m3; warehouse of flammable goods and materials or non-flammable goods and materials contained in flammable packaging with a total volume of less than 1,500 m3; Yards storing goods, supplies, and combustible scraps have an area of less than 1,000 m2.

17. Residential houses combined with production and trading of goods, flammable substances, and goods contained in flammable packaging of households with a total production and business area of less than 300 m2./.

With 17 firefighting-related facilities managed by the Commune-level Committee as prescribed by the MINISTRY OF PUBLIC SECURITY to reduce the load on inspection and handling of fire prevention and fighting violations.
