Article 5. Fire prevention and fighting safety conditions for establishments
1. Establishments on the list specified in Appendix III to this Decree must ensure the following fire prevention and fighting safety conditions:
a) Having rules, prohibition signs, signboards, diagrams or signposts on fire prevention and fighting and escape in accordance with regulations and standards on fire prevention and fighting or regulations of the Ministry of Public Security;

2. Establishments on the list specified in Appendix IV issued together with this Decree must ensure the following fire prevention and fighting safety conditions: a) The conditions specified at Points a, c and d, Clause 1 of this Article; In case the establishment is on the list specified in Appendix V of this Decree, it must have a Certificate of Design Appraisal and Design Approval document (if any) and a written approval of the test and acceptance results on fire prevention and fighting. on fire; b) Having a system of traffic, water supply, communication in service of fire fighting, fire alarm system, fire fighting, fire prevention, smoke prevention, escape, other fire prevention and fighting means, means of saving people; ensure the quantity and quality conform to the standards and technical regulations on fire prevention and fighting or the regulations of the Ministry of Public Security;
c) Having regulations and assignment of fire prevention and fighting responsibilities and tasks. Persons in charge of fire prevention and fighting must receive professional training in fire prevention and fighting according to the provisions of Article 33 of this Decree.
3. Agencies and organizations operating within an establishment that have ensured the fire prevention and fighting safety conditions specified in Clauses 1 and 2 of this Article, within the scope of their management, must implement the following measures: the following content: a) Ensuring the conditions specified in Point a, Clause 1 of this Article;
b) Using electrical equipment that produces fire or heat, fire sources and heat sources must ensure fire prevention and fighting safety;
c) Appoint people to join the grassroots fire prevention and fighting team;
d) Coordinate with the head of the facility to implement and maintain fire safety conditions within their scope of management.
