Fire prevention and fighting against motor vehicles

Article 8 of Decree 79/2014 stipulates that common fire prevention and fighting for motor vehicles is a mandatory condition to ensure the safety conditions for fire prevention and fighting for motor vehicles according to Decree No. nail 136/2020

According to the law, providing fire protection equipment for vehicles that need to comply with fire prevention and fighting conditions for motor vehicles for road vehicles is prescribed as follows:

1. Motor vehicles with 4 seats or more, motor vehicles transporting substances and goods at risk of fire and explosion must ensure and maintain safe conditions for fire prevention and fighting.

The following:

a) There are regulations, rules, prohibition signs, signs, diagrams or instruction signs on fire prevention and fighting and escape appropriate to the characteristics and nature of the vehicle's operation.

b) Vehicle operating procedures; electrical and fuel systems; Arrangement and arrangement of people, materials and goods on the vehicle must ensure fire prevention and fighting safety.

c) Drivers of motor vehicles must learn knowledge about fire prevention and fighting during the training process for vehicle driver licensing according to regulations of the Ministry of Transport.

d) Drivers of motor vehicles have responsibility allowances according to the provisions of law on salary regimes and responsibility allowances for officers, civil servants, public employees and armed forces and operators. Drivers, workers, and attendants on motor vehicles with 30 seats or more and on motor vehicles specifically used to transport substances and goods at risk of fire and explosion must have a certificate receive training in fire prevention and fighting skills issued by the competent Fire Prevention and Fighting Police agency.

d) Have fire-fighting equipment suitable to the requirements, nature and characteristics of the equipment, ensuring quantity, quality and operation according to standards and technical regulations on fire prevention and fighting or according to regulations. regulations of the Ministry of Public Security.

The amended law regulates fire prevention and fighting conditions for motor vehicles compared to waterway and railway vehicles as prescribed in the following section 2:

2. Motor vehicles with special requirements for ensuring fire prevention and fighting safety include ships and trains specifically used to transport passengers, transport gasoline, oil, flammable liquids, and flammable gases , explosive materials, chemicals with fire and explosion hazards must ensure and maintain the following fire prevention and fighting safety conditions:

a) The conditions specified in Clause 1 of this Article are consistent with the characteristics and nature of the vehicle's operation. b) There is a document of approval and acceptance of fire prevention and fighting from the Fire Prevention and Fighting Police agency.

3. Motor vehicles when transporting substances and goods at risk of fire and explosion on inland waterways, railways and roads must have a license to transport substances and goods at risk of fire and explosion issued by the agency. Fire prevention and fighting police issued according to the provisions of law on transportation of dangerous goods, on inland waterways, railways, and roads (except for cases under the authority of the Ministry of National Defense). The Ministry of Public Security specifies the forms, procedures and decentralization of authority to issue licenses to transport substances and goods dangerous to fire and explosion.
