1. Inspection objects:
a) Facilities under management of fire prevention and fighting;
b) Residential areas, households, forests, motor vehicles, technical infrastructure related to fire prevention and fighting of urban areas, economic zones, industrial zones, industrial clusters, and processing zones export, high-tech zones;
c) Construction works in the construction process are on the list specified in Appendix V issued with this Decree, except for defense facilities operating for military purposes;
d) Establishments providing fire prevention and fighting services.
2. Inspection content:
a) Fire prevention and fighting safety conditions for establishments, residential areas, households, and motor vehicles specified in Articles 5, 6, 7 and Article 8 of this Decree;
b) Safety conditions for forest fire prevention and fighting according to the provisions of Decree No. 156/2018/ND-CP dated November 16, 2018 of the Government detailing the implementation of a number of articles of the Law on Forestry;
c) Fire prevention and fighting safety conditions for construction works during the construction process: Design approval certificate or design approval document on fire prevention and fighting for works on the list of Items specified in Appendix V issued with this Decree; regulations on fire prevention and fighting, escape signs; regulations on assignment of responsibilities for ensuring fire prevention and fighting safety of investors and construction units within the scope of authority; Responsibilities and duties of the person assigned to fire prevention and fighting tasks; the use of electrical systems and equipment, fire generation, heat generation, fire source, heat source; to equip initial fire fighting means and equipment suitable to the nature and characteristics of the construction work;
d) Implementation of fire prevention and fighting responsibilities of heads of agencies, organizations, investors, construction contractors, motor vehicle owners, household owners, and forest owners according to regulations;
e) Conditions for establishments providing fire prevention and fighting services as prescribed in Article 41 of this Decree.
3. Fire prevention and fighting safety inspection is conducted in the form of regular, periodic, and unexpected inspections, specifically:
a) Heads of establishments, owners of motor vehicles with special requirements to ensure fire prevention and fighting safety, household owners, and forest owners are responsible for organizing regular safety inspections. fire prevention and fighting within the scope of their management;
b) The head of the establishment on the list specified in Appendix III issued with this Decree is responsible for regularly inspecting the safety of fire prevention and fighting; every 6 months, send reports on inspection results to the police agency directly managing and taking responsibility before law for inspection results;
c) Presidents of the People's Committees of communes shall direct and organize the safety inspection of fire prevention and fighting once a year; Unscheduled inspection when detecting the cases specified at Points a and b,
