1. Inspection of fire prevention and fighting means is an activity according to the process of a competent agency or organization to examine, evaluate and certify the conformity of fire prevention and fighting means with specified requirements. specified in regulations, technical standards or requirements on assurance of fire prevention and fighting safety under the guidance of the Ministry of Public Security.

a) Check the quantity, origin, production time, serial number and technical specifications of the vehicle;
b) Check the type and model of the vehicle;
c) Inspect, test, experiment and evaluate the quality of samples of fire prevention and fighting equipment.
- Vehicle samples for inspection are randomly taken according to the sampling method specified in corresponding technical regulations and standards. In cases where there are no technical regulations or standards regulating the inspection, testing, experimentation, and assessment of the quality of fire prevention and fighting equipment samples, it shall be carried out according to permitted foreign or international regulations and standards. applied in Vietnam. Allows the use of inspection results of foreign agencies and organizations that have been licensed by the competent authority of the host country to consider issuing inspection certificates;
d) Evaluate the results and make a record of the inspection of fire prevention and fighting equipment (Form No. PC25).
5. Dossier of application for inspection and issuance of Certificate of inspection of fire prevention and fighting equipment:
a) Application for inspection and issuance of Certificate of inspection of fire prevention and fighting equipment: Document requesting inspection and issuance of Certificate of inspection of fire prevention and fighting equipment (Form No. PC26) of the application Directly manufacturing, assembling, domestically converting or importing fire prevention and fighting equipment; Certificate of origin or factory release of the vehicle; Vehicle quality certificate (if any); Technical documents of the vehicle requested for inspection;
b) Documents requesting inspection of fire prevention and fighting equipment: Written request for inspection of fire prevention and fighting equipment (Form No. PC26) of the unit directly producing, assembling, or converting in the country or importing fire prevention and fighting equipment; Certificate of origin or factory release of the vehicle; Vehicle quality certificate (if any); Technical documents of the vehicle requested for inspection;
c) Application for issuance of Certificate of inspection of fire prevention and fighting equipment: Document requesting issuance of Certificate of inspection of fire prevention and fighting equipment (Form No. PC27); Minutes of inspection of fire prevention and fighting equipment of establishments providing consulting services for inspection and technical inspection of fire prevention and fighting; Inspection vehicle sampling record (Form No. PC28); Certificate of origin or factory release of the vehicle; Vehicle quality certificate (if any); Technical documents of the vehicle requested for inspection;
d) Documents and papers included in the file are originals or notarized or certified copies, or copies or photocopies attached with the originals for the officer receiving the file to compare. If the dossier is in a foreign language, there must be a Vietnamese translation and the agency, organization or individual requesting inspection must be responsible for the content of that translation.

6. Agencies and organizations submit 01 set of documents as prescribed in Clause 5 of this Article to the competent Police agency specified in Clause 11 of this Article in one of the following forms:
a) Directly at the Single Window Department of the competent authority;
b) Online at the public service portal of the competent authority (for documents and papers on the list of state secrets, comply with the law on protection of state secrets);
c) Through public postal services, through hiring services from businesses, individuals or through authorization according to the provisions of law.
7. The officer receiving the dossier is responsible for checking the composition and validity of the dossier and complying with the following regulations:
a) In case the dossier is complete and valid as prescribed in Clause 5 of this Article, receive and record information in the Receipt Form for handling administrative procedures on fire prevention and fighting (Form No. PC03);
b) In case the dossier is incomplete or not valid according to the provisions of Clause 5 of this Article, instructions on completing the dossier according to regulations and recording information in the Instruction Form for supplementing dossiers requesting resolution of the procedure shall be provided. administrative procedures on fire prevention and fighting (Form No. PC04).
8. Notification of application processing results:
a) In case the application is submitted directly at the One-Stop Department of a competent agency, the officer receiving the dossier must directly hand over 01 copy of the receipt for handling administrative procedures on fire prevention and fighting or the provide guidance on supplementing dossiers of request for settlement of administrative procedures on fire prevention and fighting for those who submit dossiers and keep 01 copy;
b) In case the application is submitted through the public service portal of the competent authority, the receiving officer shall send a notice via email or phone message about the receipt or provide instructions on supplementing the dossier to the agency or organization. Organizations and individuals who have submitted applications;
c) In case the application is submitted via the public postal service, by hiring the service of an enterprise or individual, or by authorization as prescribed by law, the officer receiving the application must send 01 copy of the award receipt. to decide on administrative procedures for fire prevention and fighting or to provide instructions for supplementing dossiers of request for settlement of administrative procedures on fire prevention and fighting for agencies, organizations and individuals that have submitted dossiers before and keep them. 01 copy.
9. The person sent by the agency or organization to submit the application must have a letter of introduction or authorization, present a valid Citizen Identification card or ID card or Passport.
10. Time limit for processing documents:
a) In case an agency or organization requests the Police agency to directly inspect and issue a Certificate of inspection of fire prevention and fighting equipment:
- Within 02 working days from the date of receipt of a complete and valid dossier as prescribed at Point a, Clause 5 of this Article, the police agency that has received the dossier must notify the agency or organization that sent it. previous records on the organization of probability sampling to carry out the inspection, after taking samples, a record of sampling means of inspection must be made (Form PC28). Within 03 working days from the date of the inspection results together with the inspection record, the Police agency must notify the inspection results and issue a Certificate of inspection of fire prevention and fighting equipment; In case of not issuing a Certificate of inspection of fire prevention and fighting equipment, there must be a written response, clearly stating the reason;
b) In case the fire prevention and fighting equipment is inspected by an establishment providing technical inspection and inspection consulting services on fire prevention and fighting and requests the Police agency to issue a Certificate of inspection Fire prevention and fighting means:
- Within 05 working days from the date of receipt of the application for the Certificate of inspection of fire prevention and fighting equipment specified at Point c, Clause 5 of this Article, the police authority shall consider , evaluate inspection results and issue Fire Prevention and Fighting Equipment Inspection Certificate; In case of not issuing a Certificate of inspection of fire prevention and fighting equipment, there must be a written response, clearly stating the reason;
c) Each fire prevention and fighting vehicle is inspected only once and is issued with a Certificate of inspection of fire prevention and fighting equipment (Form PC29) and stamped with an inspection stamp. Within 03 working days from the date of obtaining the certificate of inspection of fire prevention and fighting equipment, the unit performing the inspection shall coordinate with the police agency in granting the certificate of inspection of fire prevention and fighting equipment. and fire fighting organization to affix inspection stamps on vehicles according to the issued Certificate of inspection of fire prevention and fighting means.
11. Competence to inspect and issue certificates of inspection of fire prevention and fighting equipment:
a) The Fire Prevention and Fighting Police Department shall inspect and issue the Certificate of inspection for fire prevention and fighting means specified in Appendix VII issued with this Decree;
b) The Police Department of Fire Prevention and Fighting and Rescue of the Provincial Police shall issue the Certificate of Inspection for the fire prevention and fighting means specified in Sections 2, 3, 6, 7 and 8 of Appendix 2. Appendix VII promulgated together with this Decree of agencies and organizations based in the area under their management and fire prevention and fighting means authorized by the Fire Prevention and Fighting Police Department. permission;
c) A unit of the Police agency that is qualified and authorized by the Ministry of Public Security to carry out inspection work; Business establishments providing consulting services for inspection and technical assessment of fire prevention and fighting that have been certified to meet conditions for providing fire prevention and fighting services are allowed to conduct activities of receiving application dossiers. inspect, take samples, inspect and conduct technical inspection and make inspection records of fire prevention and fighting equipment (Form PC25) for fire prevention and fighting equipment which has been licensed for inspection on the list of fire prevention and fighting equipment. prescribed in Appendix VII issued with this Decree. After the inspection results are available, a written notice enclosed with the inspection record must be sent to the inspection requesting unit to send a dossier of application for the Certificate of fire prevention and fighting equipment inspection as prescribed at Point c. Clause 5 of this Article to the competent police agency for consideration and grant of the certificate of inspection of fire prevention and fighting equipment.
