1. Individuals who volunteer to participate in fire prevention and fighting activities must register with the Commune-level People's Committee of the place of residence or agency or organization where they work, the Commune-level People's Committee, agency or organization. 2. Organizations and individuals who have registered to volunteer to participate in fire prevention and fighting activities must perform their duties and be under the direction of the captain and deputy captain of the civil defense team and the grassroots fire prevention and fighting team. or other authorized person as prescribed.

3. Regimes and policies for individuals volunteering to participate in fire prevention and fighting activities are applied as members of civil defense teams and grassroots fire prevention and fighting teams.
