1. Head offices of state agencies at all levels are 7 floors or more or have a total volume of 5,000 m3 or more.

2. Apartment buildings, dormitories, and dormitories with 7 floors or more or with a total volume of 5,000 m3 or more; Mixed-use buildings of 7 floors or more or with a total volume of 5,000 m3 or more.

3. Nurseries, kindergartens, preschools with 100 children or more or a total volume of 3,000 m3 or more; elementary schools, middle schools, high schools, and high schools with many levels of education with a total volume of 5,000 m3 or more; Colleges, universities, academies, professional secondary schools, vocational schools, continuing education establishments, other educational establishments established under the Law on High Education with 5 floors or more or a total volume of from 5,000 m3 or more.

4. Hospital; General clinics, specialized clinics, nursing homes, rehabilitation, orthopedics, nursing homes, disease prevention facilities, medical centers, other medical facilities established under the Law on Medical Examination, Hospitals are 5 stories high or more or have a total volume of 3,000 m3 or more.

5. Theaters, cinemas, circuses with 300 seats or more; Convention and event centers 5 stories or more high or with a total volume of 5,000 m3 or more; Cultural houses, karaoke service establishments, dance halls, bars, clubs, beauty salons, massage service businesses, amusement parks, zoos, aquariums of 3 floors or more or with a total volume of 1,500 m3 or more.

6. Markets, shopping centers, electronics, supermarkets, department stores, convenience stores, restaurants, food stores with a total volume of 3,000 m3 or more.

7. Hotels, guesthouses, motels, motels, and other accommodation establishments established under the Law on Tourism are 7 floors or more high or have a total volume of 5,000 m3 or more.

8. Office buildings of businesses, political and social organizations are 7 stories or more high or have a total volume of 5,000 m3 or more.

9. Museums, libraries, exhibitions, galleries, archives, bookstores, fairs with a total volume of 5,000 m3 or more.

10. Post offices, radio, television, telecommunications establishments, information equipment installation houses, storage and data management centers of 5 floors or more or with a total volume of 5,000 m3 or more.

11. Stadium with a capacity of 5,000 seats or more; Sports arenas, indoor sports palaces, fitness and sports centers, racetracks, shooting ranges, and other sports facilities established under the Law on Physical Education and Sports with a capacity of 5,000 seats or more or have a total volume of 5,000 m3 or more.

12. Airport; Air traffic control tower; sea port; Dry port; inland waterway ports; Car station waiting rooms, railway stations, cable car waiting rooms for transporting people, rest stops with a total volume of 1,500 m3 or more; subway construction; motor vehicle registration establishments, shops selling, repairing, and maintaining cars, motorbikes, and mopeds with a business area of 500 m2 or more or a volume of 5,000 m3 or more. 13. Indoor car garage with total volume of 3,000 m3 or more.

14. Road tunnels with a length of 500 m or more; Railway tunnels have a length of 1,000 m or more.

15. Nuclear facilities; establishments producing, trading, preserving, industrial explosive materials and explosive precursors; warehouses of industrial explosives and explosive precursors; port for export and import of industrial explosives and explosive precursors; arsenal of weapons and support tools.

16. Facilities for exploiting, processing, producing, transporting, trading, and preserving petroleum and petroleum and gas products on land; oil and petroleum product depots, gas depots; ports for exporting and importing petroleum and petroleum and gas products; Petrol stores, internal petrol stations with 01 pump or more; Gas business establishments and central gas supply systems with a total gas inventory of 200 kg or more.

18. Power plant; transformer stations with voltages of 110 kV or higher.

19. Tunnels with production, storage, and use of flammable and explosive substances and have a total volume of 1,000 m3 or more. Warehouses of flammable goods and materials or flammable packaging with a total volume of 3,000 m3 or more.

20. Technical infrastructure works related to fire prevention and fighting of urban areas, economic zones, industrial parks, industrial clusters, export processing zones, high-tech zones and other functional areas according to the Law on Regulations The plan falls under the approval authority of the district level or higher.

21. Motor vehicles with special requirements to ensure fire prevention and fighting safety: Railway vehicles, waterway vehicles with a length of 20 m or more transporting passengers and transport gasoline, oil, flammable liquids, flammable gases, explosive materials, chemicals with fire and explosion hazards./.
