The incident started from the accident that happened at 3:40 am on October 16, 2015, at the 10th floor, building C of Hong Bo apartment complex (Chaoyang district - Beijing - China). At the time of the accident, Mr. Quach and his wife were awakened by a loud explosion. Then, they couldn't help but panic when they heard her scream and Tieu Quyen's girl in the next room. When they pushed open the door of their daughter's room, Mr. and Mrs. Quach were hurt by the sudden hot air emanating from inside. Tieu Quyen's room was covered by a hot fire. The young girl died from severe burns before the fire brigade arrived. According to the verification of the authorities, the fire in the house of Mr. Quach's family originated from a problem in the charging process of the electric bicycle, causing the bike to explode and cause a large fire. Nearly a year since the accident happened, Mr. and Mrs. Quach have been fighting to get justice for their daughter's life and make up for the loss of their family. ''The place where the fire broke out is our rented house, only when we win the lawsuit will we have the money to compensate the landlord.'' On the morning of June 28, Mr. Quach attended the trial of his family's lawsuit against two electric bicycle manufacturing and distribution companies. To the trial, he brought a burnt and disfigured battery from the scene of the fire that occurred at his home. From the standpoint of the person who suffered the damage, Mr. Quach affirmed that a technical problem from the manufacturer was the main cause of the electric bicycle exploding while charging. Therefore, he asked the two companies, Thai Phong Tieu Dieu and Sieu Uy, to be responsible for compensating 1 million yuan for all the losses his family suffered. The two defendants directly sued by Mr. Quach are Thai Phong Tieu Dieu company (responsible for assembling and distributing) and Sieu Uy (manufacturer of batteries of electric bicycles). However, Sieu Uy company has offered a sample of a battery of the same type and intact, and confirmed that this type of battery is not flammable, cannot explode. Since then, a representative of this company confirmed that the car's fire was caused by a malfunction of the charging device, not from the battery. The other defendant, Thai Phong Tieu Dieu company, also repeatedly sought to shirk responsibility for the reason: ''Two years ago, the plaintiff renewed the car's components.'' Therefore, this company asserts that the electric bicycle that caused the accident is not its ''original'' vehicle, so it does not accept compensation for damage to the victim's family. The lawsuit between the two sides has not come to an end, but what makes the public concerned is the safety of the electric bicycles that people often use.
